Accessory (of Container)

It means a valve, pressure relief valve, or the like which has to be fitted on a container when the container is to be filled with high pressure gas. The “accessories” should include those which shall be made to undergo an accessory inspection and an accessory reinspection and those which do not have to undergo an accessory inspection or accessory reinspection. The former can be referred to as “accessories” in a narrow sense. The former and the latter can be collectively referred to as “accessories” in a broad sense.

“Accessories” are generally used as the former “accessories” in a narrow sense. It is rather easily understood to consider that the latter “accessories” are equipment which has to be fitted on a container (attached equipment).

The performance of the accessories must be equal to that of containers. Then, only accessories which have made to undergo and have passed an accessory inspection conducted by a third party, such as the Minister of METI, and on which a prescribed stamp is put may be transferred or delivered, except in the case of accessories manufactured by registered accessories manufacturers and accessories fitted on containers filled with high pressure gas when the high pressure gas is imported.

In addition, the accessories may be fitted on a container and used only when they have made to undergo an accessory reinspection within a prescribed period of time, irrespective of being fitted on a container, and have passed the reinspection and a prescribed stamp is put on them.
Specifically, accessories should include the following.

(i) Valves (limited to those fitted on containers other than non-refillable containers)

(ii) Pressure relief valves (those fitted on the containers set forth in Article 19, item (i) of the Container Safety Ordinance and those set forth in the Regulations on Safety of Containers Relating to International Reciprocal Recognition)

Regarding a container whose pressure relief valve is liable to deteriorate extremely due to contact with the high pressure gas to be filled and a container to be filled with toxic gas for which it is inappropriate to fit a pressure relief valve, fitting a pressure relief valve on the container should be exempted.

(iii) Emergency shutoff devices (limited to those fitted on the containers set forth in Article 19, items (iii) through (v) of the Container Safety Ordinance)

They shall be fitted on containers with a large storage capacity to be filled with flammable gas, toxic gas (except for chlorine), and liquefied oxygen as well as liquefied petroleum gas, and high-pressure gas containers for transportation automobiles.

(iv) Check valves (limited to those fitted on GTR-compliant compressed hydrogen containers for automobile fuel systems, compressed hydrogen containers for motorcycle fuel systems, and compressed hydrogen containers for automobile fuel systems under the International Reciprocal Recognition Agreement, and to those fitted not through equipment (except for pipes) on liquified natural gas containers for automobile fuel systems under the International Reciprocal Recognition Agreement)

(v) Excess flow valves (limited to those fitted on natural gas containers for automobile fuel systems under the International Reciprocal Recognition Agreement and united with a valve)
 

(2) accessory in a broad sense

Reference Clauses of the Act : Art. 48, para. (1), item (iii) and Art. 49-2, para. (1)

It means the accessories referred to in items (i) through (v) of paragraph (1) and the accessories referred to in items (i) and (ii) below (attached equipment), which have to be fitted on a container when the container is filled with high pressure gas.

(i) Attached pipes (limited to those for a container whose valve or pressure relief valve is shared with another container, a container whose internal volume is not less than 4000 L, and a high-pressure gas container for transportation automobiles)
Attached pipes shall possess pressure resistance and airtightness at least equivalent to those of a container on which they are fitted.

(ii) Protectors (limited to those for containers to be filled with liquefied petroleum gas whose internal volume is not less than 4000 L and high-pressure gas containers for transportation automobiles whose valve, attached pipes, and level gauge project from the containers)
