Accessory Inspection

Reference Clauses of the Act : Art. 49-2, para. (1)

(1) It means an inspection which a person who manufactures or imports “accessories” in a narrow sense as mentioned in paragraph (1) of "Accessory (of container)" has to go through, and which the accessories have to pass before they are transferred or delivered.

However, the following accessories do not need to undergo an accessory inspection.

(i) Accessories manufactured by a Registered Accessories Manufacturer or Registered Foreign Accessories Manufacturer whose types have been approved by the Minister of METI and on which a prescribed stamp is put

(ii) Accessories provided for export or other ones for which it is evident that they will not be distributed in Japan (Accessories exported to foreign countries should not be regulated as “accessories.”)

(iii) Accessories fitted on containers imported in a state of being filled with high pressure gas
A high pressure gas and its container conforming to technical standards in an import inspection of the high pressure gas do not need to undergo an accessory inspection in a state of being filed with the high pressure gas. However, when the container is to be refilled with the high pressure gas in Japan, the container shall be made to undergo a “container inspection,” and its accessories an “accessory inspection.”

(2) Organizations to conduct an accessory inspection are as shown in the table below.

Moreover, when the Director General of Industrial Safety and Inspection Department is to decide that accessories for a container to be fixed to a railroad car pass an accessory inspection, the Director General shall consult with the Director of the Regional Transport Bureau having jurisdiction over the location of the plant or works at which the accessories are manufactured.

(3)  An accessory inspection should be conducted by the method prescribed in Article 16 of the Container Safety Ordinance. When accessories conform to the standards for accessories as prescribed in Article 17 of said Ordinance, the accessories should pass the accessory inspection. When an accessory has passed an accessory inspection, the organization (person) conducting accessory inspection shall put a prescribed stamp on the accessory.
