Completion Inspection

Reference Clauses of the Act : Art. 20

It means an inspection which a person permitted to produce high pressure gas or to establish a Class 1 Storage Place has to go through for verification of conformity with standards after the completion of any of the following types of construction before using the facility. The “Completion Inspection” shall be conducted by the prefectural governor, the High Pressure Gas Safety Institute of Japan, or an authorized completion inspection agency. (when the inspection is conducted by the High Pressure Gas Safety Institute of Japan or an authorized completion inspection agency, the person going through the inspection needs to notify the prefectural governor of having gone through the inspection.)

Moreover, in the case of the construction to change as set forth in items (ii) and (iv), in addition to the prefectural governor, an accredited completion inspection executer may conduct an inspection and shall be exempted from going through a completion inspection, by notifying the prefectural governor of the results of that inspection.

(i) Construction to set up a high pressure gas production facility;

(ii) Construction to change the place, structure, or equipment of a high pressure gas production facility (limited to designated alteration work);

(iii) Construction to set up a Class 1 Storage Place; or

(iv) Construction to change the place, structure, or equipment of a Class 1 Storage Place (limited to designated alteration work).

Moreover, “Completion Inspection” is a procedure for inspecting whether a facility set up or changed with permission actually conforms to technical standards. In such a case as an actual facility is greatly different from a facility described in the application for permission, another permission needs to be acquired. In that case, a Completion Inspection shall not be conducted for that actual facility.
