Container Inspection

Overview of the system

The inspection is mandatory for manufacturers or importers of transportable containers for filling high pressure gas, and is conducted pursuant to Paragraph 1, Article 44 of the High Pressure Gas Safety Act (the “Act”).

The containers are generally referred to as cylinders, and include seamless containers, welded containers, cryogenic containers, brazed containers and fiber-reinforced plastic composite containers (FRP containers).

A container may not be transferred or handed over unless it has successfully passed the inspection and has been stamped or attached with a label (hereinafter referred to as “stamping, etc.”). When filling high pressure gas into a container, the container must be stamping, etc. and marked and is provided with an accessory that has successfully passed the accessory inspection and has been stamped.

[Supplementary information]
The container to be inspected by the container inspection is one without high pressure gas filled therein.
When importing to Japan a container filled with high pressure gas, the container is subject to import conformity inspection of high pressure gas conducted by the governor having control over the place of landing of the container, pursuant to the Act.
Please consult the applicable prefectural government for details about the import conformity inspection of high pressure gas.

Manufacturers or importers of containers are subject to the inspection.

[Supplementary information]
When importing a container produced by a foreign container manufacturer, the importer in Japan of the container must make an application for the container inspection.

Inspection description

The inspection is conducted pursuant to the relevant regulations and manuals, through document review and witness inspection, by Batch Test for checking product conformity and for checking that the technical standards laid out in the relevant regulations have been met. (Type Approval Test is conducted for checking the design conformity before the Batch Test, for certain types of containers.)

[Supplementary information]
The container inspection is conducted pursuant to the technical standards laid out in the regulations related to the Act.
Therefore, the container to be inspected by the container inspection must conform to the technical standards.
