Reference Clauses of the Act : Art. 44, para. (1)
(1) It means an inspection which a person who manufactures or imports “containers” in a narrow sense as mentioned in paragraph [II] of "Container" has to go through and which the containers have to pass before they are transferred or delivered.
However, the following containers do not need to undergo a container inspection.
(i) Containers manufactured by a Registered Container Manufacturer or Registered Foreign Container Manufacturer whose types have been approved by the Minister of METI and on or to which a prescribed stamp or marking plate is put or attached
(ii) Containers provided for export
Containers exported to foreign countries are not regulated as “containers.”
(iii) Containers used in Japan which are not to be filled with high pressure gas
(iv) Containers used in Japan which are not to be distributed after they are filled with high pressure gas
(v) Containers imported in a state of being filled with high pressure gas
A high pressure gas and its container conforming to technical standards in an import inspection of the high pressure gas do not need to undergo a container inspection in a state of being filed with the high pressure gas. However, when the container is to be refilled with the high pressure gas in Japan, the container shall be made to undergo a “container inspection,” and its accessories an “accessory inspection.”
(2) Organizations to conduct a container inspection are as shown in the table below.
Moreover, when the Director General of Industrial Safety and Inspection Department is to decide that a container to be fixed to a railroad car is to pass a container inspection, the Director General shall consult with the Director of the Regional Transport Bureau having jurisdiction over the location of the plant or works at which the container is manufactured.

(3) A container inspection shall be conducted by the method prescribed in Article 6 of the Container Safety Ordinance or Article 4-2 of the Regulations on Safety of Containers Relating to International Reciprocal Recognition. When a container conforms to the standards for containers as prescribed in Article 7 of the former Ordinance or Article 5 of the latter Regulations, the container shall pass the container inspection. When a container has passed a container inspection, the organization conducting container inspection shall put or attach a prescribed stamp or marking plate on or to the container.
