Putting gas into a container (in a broad sense) with a compressor or pump or by using a pressure difference for the purpose of storing the gas in the container is referred to as “filling” in the Act when the gas with which the container is filled turns into “high pressure gas” (including the case where the gas is high pressure gas before filling).
In addition, filling a container with high pressure gas constitutes producing high pressure gas.
